To: Honorable California Secretary of State Debra Bowen,
California Legislators, and All California County Election Officials

Recent investigations across the country, as well as the 2007 commendable review of election equipment conducted at the behest of Debra Bowen, make it clear that the tabulation by election systems used in California cannot be adequately secured from tampering by election “insiders,” which poses a serious conflict of interest. As our guardians of democracy, we must be willing to do what is necessary to protect our precious votes that determine the transfer of power and the disposition of billions in taxpayer dollars. THEREFORE, we, the People of the State of California, respectfully request the following:

1. Citizen Precinct Rights.

(a) Restore the "Consent of the Governed" by restoring our precinct rights, PERMIT CITIZEN PRECINCT COUNTS to double-check the accuracy tallies BEFORE the chain of citizen control is broken.

2. Close Loopholes that Avoid Precinct Citizen Oversight.

(a) Stop FORCED vote by mail-only elections, which is a voting method employed, at the election officials discretion, and does not allow any precinct voting.

(b) Stop the use of taxpayer money to promote vote by mail.
